Ongoing Joint Actions
1. Conflict prevention and
crisis management
Conflict prevention and crisis
management activities, by their nature, require a
possibility to react to relatively unforeseeable
external developments. A "crisis situation" means a
situation in a country outside the European Union which
poses a threat to law and order and the safety of
individuals, which threatens to escalate into armed
conflict or to destabilise the country or countries and
which might seriously jeopardise the common values,
fundamental interests, independence and integrity of the
Union, its security, the preservation of peace and
international security, the promotion of international
co-operation or the development and consolidation of
democracy and the rule of law, respect for human rights
and fundamental freedoms as defined in Article 11 of the
Treaty on European Union.
Actions financed under this heading by
the common foreign and security policy (CFSP) budget
must be of a civilian nature, have a limited duration
and keep within the budget allocated.

2. Non-proliferation and
disarmament
This appropriation of the CFSP budget
is intended to finance measures which contribute to the
reduction of weapons of mass destruction (nuclear,
chemical and biological).
It is also intended to finance
operations to combat the distribution of light arms and
illicit arms trafficking, provided that they are not
already covered by the provisions of the Cotonou
Agreements concerning similar action in the ACP
countries.
Various joint actions for projects to
combat the spread of small arms and light weapons are
currently in progress. Appropriations for joint actions
in Russia are intended to cover all the implementation
costs, including those for personnel (auxiliary staff,
detached national experts) at headquarters and in
Russia.

Trainers Investigative Techniques Basic
Course".

Ambassador Frans van Haren, Vice-Rector of the
University for Peace in San José, Costa Rica,
invites representatives of the European
Commission, the United Nations, Interpol, the
Inter-American Drug Control Commission, the
Argentina Presidency and the State Security
Department of Colombia for a workshop on the
illicit trafficking in firearms in Latin and South
America.

Joint Actions in the Russian
Federation:
3. Conflict resolution,
verification, support for the peace process and
stabilisation
This appropriation of the CFSP budget
is intended to cover conflict resolution activities
undertaken or supported by the European Union, notably
mediation, facilitation of dialogue or arbitration.
It is also intended to fund conflict
resolution support activities in areas covered by the
CFSP, including confidence-building measures, measures
to support the parties in the implementation of
operations necessary for conflict resolution and
monitoring compliance with agreements. The activities
funded may also include initiatives in the area of
internal or regional stability, including support for
the executive police in tasks of monitoring, mentoring
and inspecting the local police, excluding tasks
requiring armed enforcement. These activities may
complement Community action in the areas of training and
institutional capacity building.
The European Union Police Mission in
Bosnia and Herzegovina is a new type of operation which
includes active policing tasks and reflects the European
Union´s operational crisis management capacity, as
declared at the European Council Laeken summit in
December 2001.
The European Union Police Mission has
planned seven core programmes it is going to execute
during its mandate in order to enhance BiH law
enforcement capabilities. One of the core programmes
is the State Border Service (SBS) which the EUPM will
assist in achieving European standards. The EUPM is
co-located in many regions with the SBS. This picture
is from Bijeljina in the North-Eastern most part of
BiH, where the control of waterways is essential for
efficient control of borders.

4. Emergency
measures
This appropriation of the CFSP budget
is intended to cover the financing for any unforeseen
decided on in the course of the financial year which
have to be implemented urgently.
This article is also intended as an
element of flexibility in the CFSP budget, as described
in the Inter-institutional Agreement of 6 May 1999.
